Background video and banner image for website

I want to get banner and background video designed for my website.
Inspiration:

Other requirements:
1) video duration will of around 15 seconds and it will run in loop. (GIF will be light and preferred)
2) It must support on Mobile device (Android and IOS)
3) Banner Image will be based on "Machine learning" technology theme.
4) Baneer Text willl be as below:

Before you respond, please note:
1) I will not be providing Any image
2) choose dark color(preferred is any of following black,brown,grey) for banner image.
3) 15 seconds video will show my branding as technology consultant and trainer.
4) I will provide my own photograph or 3 second video clip to be merged in background video. rest of video you will have to manage.
5) Please send non negotiable quotation with timeline.
