Es handelt sich weniger um Design (dies ergibt sich aus dem Framework selber) als der Integration von Funktionalitäten bzw. Plugins.

Sie übernehmen Funktionensbausteine aus einem Framework in ein anderes und fügen Github-Komponenten hinzu.

Alles in allem kombinieren Sie verschiedene Komponenten zu einer website.

Der Content-Part kommt im zweiten Teil, hier besteht die Möglichkeit weiter zusammen zu arbeiten...

Sie sollten insbesondere JavaScript und CSS3 beherrschen (jquery).

This is more or less pure programming (js/css) job, as you need to combine different frameworks/modules:
