Well, making one such Plugin is not an issue. There are some multivendor plugins for Woo Commerce, but thats not gonna help. Proposal: Can I take a look at the PSD? How many PSDs have you got? Will the website be Responsive? Regarding the Plugin system, what am thinking is: 1. Will provide a calendar type of interface to the vendors, where they can mark their dates of availability. 2. When the visitors search them, then those dates and list will come. Will there be any messaging system between the vendors and the users? Any payment module involved?
