Configure home network with static IPs, no cabled Internet and easily duplicated after reinstall

Summary:

Job 1: restart networking via CLI.

Job 2: Internet to machine1.

Either with Wi-Fi PCIe NIC in machine1 or Internet via machine0's Ethernet LAN cable to machine1.

Milestones:

Job1 complete: 50% paid.

Job2 complete: 50% paid.

Home network topology is:

Internet > mobile > SIM > mobile hotspot on > Wi-Fi NIC > machine0 (OS Linux Mint 20.1) > machine0's Ethernet NIC > Ethernet CAT6e > machine1's Ethernet NIC > machine1 (OS hypervisor Proxmox 6.3).

machine1 needs temporary Internet for occasional downloads.

Internet via mobile to machine1's Wi-Fi NIC, failed as Wi-Fi PCIe NIC won't install.

Internet via machine0 via Ethernet cable to machine1, failed with Internet Connection Sharing. [login to view URL]

machine0 IP address is dhcp, however needs to be static with home network:

Issue: I'm having trouble restarting the network with the usual commands:

$ systemctl restart network

$ /etc/init.d/networking restart

Setup needs to allow for expansion, such as future VMs like:

HomeAssistant

Security Cameras

Gate Intercoms

Wi-Fi APs.

machine1 was using a virtualised router pfSense, however this appears to not be needed unless permanent Internet is required at a later stage?
