This needs an official tenant recovery path, not a 2FA bypass. I'd first check for a second Global Admin or break-glass account; if none exists, use Microsoft tenant recovery with domain ownership and billing evidence, then revoke the lost MFA method, register the new one and document recovery safeguards.
