Create a desktop application for database/search

I need to create a simple desktop application. The application main goal is to allow employees in the office to search and retrieve customer information from database. We do not want employees to access all our customer information, so this database and application will be used to control the same. How this should work:- This should be a desktop application which will be run in few desktop computers. The computers might be in or out of office, so this should be cloud based if possible. All our database record currently is in excel file with many columns and over 10,000 rows. Each row represent one customer order. We would need the app to have admin, manager, user contorl. Admins can upload, export database into excel file, add user, delete users, modify individual record etc. Manager can only upload database (no export) and can add user, modify individual record etc. User can only search and retrieve individual customer order detail, they cannot see the entire database, the user can also modify a customer order, but this modification will remain pending until approved by manager or admin The user cannot download or view the entire database. The user can only search based on customer name, or email, or phone number or any other other database fields. If any record is found, it will be displayed on user screen. The user can only perform a limited number of searches very hour. For example if user is limited to 30 searches, then he can only do 30 search per hour. This is to restrict any random searches by the user. Any searches done by the user should be saved in the log file with time stamp, and this log file is accessible to manager and admin This is a very basic and straight forward application, which we need to run on desktop only. We dont need mobile access.
