Modify/Fix current mobile code

I have a primary site at [login to view URL] that was built by someone else who used a utility such as wordpress. This website represents my frontend. I have some developers who are working on the backend processing code. Additionally, I need someone to look at my home page above, especially "Get the Facts" page. Then look at my server where I am building the back end: http://208.80.182.214. I have about 10-15 pages that I need to share the same page layout (header, body, footer look and feel) as the "Get the Facts" page. If you are interested in bidding for this job, you will need to be able to prove that you can do the work and complete the request in a reasonable period of time. Therefore, you will need to present to me how you would resolve the Subscribe page at [login to view URL] such that it runs on mobile devices and 3-deep levels of Firefox, Chrome, Safari and IE. In other words, you need to code the fix for my subscribe page and present it to me. Again, I have already written the HTML (do not want you to rewrite this code). I have most of the css (do not want you to rewrite this code). I do not want you to use a utility such as wordpress, I am looking for a true developer who can develop the code I require so that I can support it long-term.
