Need someone to implement contact list of my app based on user mobile contact and Facebook contact. - repost

I have an app that is half done. The developer actually going to show all the user of the app in every user contact list. As it is very obvious that this will attract enormous amount of spamming, I want to seek anyone who could help to implement the contact list either based on user mobile contact no or Facebook contact. It is for both iOS and android version. Please kindly quote your price stating how much is to have contact list based on user mobile phone contact and how much if it is based on user facebook contact. Those without specify this will be taken as going to implement for both type of contact. Basically the app is a social game app where user can send a game request to other user on his contact list. So when the user load his contact list, the app need to display a list of app user based on the mobile number he has in his mobile phone contact list or his facebook friend list. Currently the app is simply display ALL user who are using the app, implemented by previous developer, thus i need someone to help to implement the correct contact list.
