GPS REPORTING and INFORMATION APP - 7 DAYS ANDROID - 2 WEEKS IOS

I want a GPS based app that allows users to report incidents, check in to locations and also provide information on a dashboard. Responses will appear on a map at back end showing. I will provide the designs in PSD. What to Do. 1. Create 3 sections on App - Information/Media Section - REPORT CENTER - Location Check In Information Center This will basically be a Media hub where Admin can post news under different categories to app. These will take videos, pictures, text, etc Report Center Users will be able to report themselves or other people. Here they will select and tick a checklist, add information and submit information. If they select a minimum number of boxes, an SMS and Email will be triggered to numbers and emails that have been set at back end. A Map at back end will show all received reports detailing profile of user, the report, location from which it was sent. Log should be easy to organise so we can see similar reports in similar locations. Map should have different colour codes depending on the reports received from app so that at back end, we can see the locations of different reports. The Map S very important here. We should be able to sort and organise logs too and thereby make the map more functional. Location Check In This function entails users checking in at different locations. When they check in, users m answer a different set of questions. These responses are then logged at back end and also shown on the map. Admin will be able to see different users location histories. I want a good but VERY FAST designer that can get the Android ready in 7 days. The IOS can come after that. I have a budget of $500 for the Android and $500 for the IOS. Please do not bid if you cannot meet the stated timeline for delivery and the budget.
