I think you should have one VPN router aggregator (I recommend using Mikrotik like RB1100), then each site node (recommend using Mikrotik with small series like RB951); you have to configure it as client VPN to the aggregator so you can manage it and enable hotspot as local break out connections. Set up the AAA to VPN router aggregator so that you can see the actual user online or offline. You can access remotely from your laptop to each router client by making a VPN client on your laptop to VPN aggregator router All depend on your scenario, requirement, and the router devices.
