We are looking for someone to implement a user-generated polling system that allows users to create yes/no or other multiple-choice type questions for anyone to answer.
We are interested in having an engine built so that we can integrate it into an existing ASP .Net 2.0 web site (see platform below). In a nutshell, the project requires a set of functionality for users to create questions, and randomly display questions (one at a time) for others to answer (and show the stats after the user chooses an answer). In addition to that, we need some basic administrative functionality, and some simple statistics to track user activity (4 categories).
For serious coder applicants, we have a full specification that spells out every minor detail that we could think of, including a reference design that we already came up with (you don't have to follow the reference design, but it's there for reference).
We prefer to work with someone with a good track record, but we are open to any reasonable bidder with previous experience, or someone who can demonstrate that they understand what it takes to complete this project successfully.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
a) Source code must be delivered such that working binaries can be compiled from the sources provided.
b) Any non-code assets that are required for the proper function and appearance of the deliverables (including but not limited to: graphic asses, scripts and data files) must also be delivered to the Buyer.
c) Documentation, if applicable, must be delivered in editable formats (including, but not limited to: text, RTF, Word or Excel) for future maintainability reasons. Buyer will NOT accept documentation in PDF format.
2) Deliverables must be in ready-to-run condition:

b) The Buyer, at their sole discretion, may require the Seller to install the deliverables in ready-to-run condition in the Buyer's environment.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) Seller must also certify to their legal right to distribute any non-code assets (including but not limited to: graphic assets, scripts and data files), and that such usage rights can be legally transferred to the Buyer. Any licensing or usage costs must be borne by the Seller and included in the bid price.
5) Seller must notify Buyer of any assets that are licensed from third parties, and deliver proof of licenses to the Buyer for record-keeping.
6) Buyer will not cover any additional costs incurred by Seller for any reason beyond the mutually accepted bid price.
