3mice interactive media is seeking consultancy services to assist our client develop an interactive credit management system and a suitable framework. The project is intended to assist the members reduce the level of bad debts through facilitating regular and timely sharing of information. Currently credit managers meet on a monthly basis to compare default information lapse between meetings creates the possibility of multiple losses occasioned by repeat defaulters. Founded in 1944, our client is the principal umbrella organization bringing together hotels, lodges, restaurants, membership clubs and prominent airline caterers whose common theme is to render services in the hospitality industry. Its mission is to enhance professionalism and business ethics while providing the best in accommodation, catering, entertainment and cuisine in Africa, through upholding the highest standards in the hospitality industry in Kenya, the enduring destination and residence of choice.

## Deliverables

PROJECT OBJECTIVES The consultant is expected to assess and determine the management information needs of the client needs in this area to gain an insight of the expected outputs from the various activities. The broad objective of this project is to assist the hospitality industry reduce the level of bad debts. The specific objective is to; - Develop a proactive, timely and efficient credit management system. - Assist our client develop and adopt a credit management framework that will encompass assessments of credit worthiness, streamline internal controls and improve on recovery on delinquent accounts. SCOPE OF THE ASSIGNMENT The consulting firm identified for this task is required to develop, deploy and train our client maintains a tailor-made credit management system. The system is expected to provide an interface for the stakeholders to share information.  Confirm and document the needs in this area  Develop a credit management framework that would guide the development of the system  Provide technical input in the development of the implementation and procedures manual  Undertake a survey of existing credit management systems that closely match the features and architecture of the system that will best serve the project  Determine the extent to which systems being used by stakeholders are likely to enhance or impede the project’s operational efficiency  Based on the project’s objectives and design, identify the critical functional specifications for the proposed system. These should include data entry requirements (inputs), rules of reciprocity and the nature and frequency of performance reports (outputs)  Make recommendations on the minimum hardware requirements for the various users of the system  Provide a software development plan indicating proposed architecture and deployment  Develop clear operational guidelines for users. The guidelines (include issues of security) should, as much as possible anticipate any critical challenges and provide possible options or solutions. The developer’s role in client support should be explained explicitly.  Design and deliver a training program on the system for the various users to assist the association effectively maintain the software. EXPECTED DELIVERABLES The main outputs from this assignment include the following: - - A credit management framework - A credit management software system incorporating a web based data sharing platform. - Technical and user guidelines and manual EXPERTISE REQUIRED The consultant firm (and team) is expected to have experience in: - 1. Project design, implementation, monitoring and evaluation 2. Training of trainers , especially of a technical nature 3. Web based business application development, installation, and maintenance 4. Experience in deployment of ICT to strengthen linkages between banks and growth businesses will a plus. IFC will retain the rights to the completed system and its source code. COMMISSIONING The commissioning of the software will be after: • The test dry runs with dummy data • Testing of reporting modules in relation to the set indicators and the stakeholders desired reports • Completion of user training • Handing over of all project documentation EXPERTISE REQUIRED The consultant firm (and team) is expected to have experience in: -  Project design, implementation, monitoring and evaluation  Design and delivery of credit management systems and frameworks  Financial software development, installation, maintenance and upgrade  SME development PROPOSAL EVALUATION The proposals will be competitively evaluated by a selection committee on the basis of:- • How well the proposal clearly demonstrates an understanding of the project scope and tasks. • Timeliness of completion of course development and capacity of bidder. • Creativity in approach to completing the project successfully. • Demonstrated ability to complete project successfully. • Financial Implications EXPERIENCE - Demonstrated experience in policy oriented research. - Excellent understanding of developing ICT/MIS systems Experience in developing credit management systems including training PROPOSAL SUBMISSION Interested parties shall submit a proposal by of no more than 8 pages by 10th November 2006 to: onlinemarketing@3mice.com. The proposal should include:- • Your understanding of our requirements • Proposed Methodology and work plan • Previous experience in developing and maintaining shared data application systems is desirable. • A brief description of relevant experience in projects carried out of a similar nature • CVs of lead consultant and team members should be included as separate attachments • A financial proposal should be included which includes the all tasks and the costs required to execute the components identified in the technical proposal. Costs shall be expressed in US Dollars and should include an average daily professional rate for the firm in this assignment.
