Minecraft User Credit Shop with Voter

I am looking for an experienced coder who lives in the the USA or the UK. Must have Skype. Preferably someone who knows and has coded Minecraft interfaces.

My project is basically a user database.

I want my players to be able to vote for my server using a already coded voter. votes are stored as credits in the credit shop, and can be saved or used for items, and Ranks.

I would like the project to fit into a iframe.

Also allow for a Css Stylesheet.

First there should be a login/register page.

After the User signs in they will be taken to a portal page.

The top of the page should be global with a utility navigation bar. This bar will hold Logged in user/logout, Available credit, checkout, and a add credits (should go to a page where they can type in the amount of credits they cant to purchase and click a paypal buy button to be taken to a paypal api)(.01 Real money for 1 Virtual Credit)

User can choose to go to the Voter or Credit Shop

Once each is clicked it will gray out. When the last one is clicked there will be a REDEEM button that will appear. User clicks the redeem button for credits to be added to their account.

This will also activate a timer with a countdown for 24 hours telling the user the amount of time they have left till they can vote again.

Credit Shop:

In the credit shop there will be items/packages to purchase using credits.

Each item/package should have a photo and a text description.

Items/packages should be divided into categories.

For instance. Tools - Building Materials - PVP Gear

(there should be an option to set up different categories)

Ranks

I would like to have a rank setup kinda like buycraft where they can buy a donator rank, but only have it for 30 days. basically send another command in 30 days to but them make in builder rank.

Also would be great to have user groups. maybe a group that I can setup to pay certain percentage, or offer special items to.

Items maybe work like a shopping cart system where they can "checkout".

User Panel:

User should have the ability to change their password, email, delete account. or anything else useful.

This will send Server console commands to the server to give the players their items/ranks.
