I've worked with woocommerce, wordpress, and PHP for the last 5 years. I have also developed master/ slave type architectures before. I haven't done what is specifically requested here in the past. A code-based solution seems difficult. However, I'm thinking of either having an intermediate piece of code take a regular woocommerce feed into the main magento (if it functions that way), and transferring it to the slave sites as though it were incoming from a product source (i.e. ebay). If even that amount of code would be too messy, I'm considering doing having a cron doing frequent incremental sql dumps of the woocommerce and ftp'ing them to the slaves, then having frequent crons on the slaves importing sql into their databases, careful not to create duplicates. There is definitely a way to do this -- I just need to come up with something that fits with how you're getting data now.

Hi, Your project sounds interesting and I would love to work on it. However, I can't really suggest the plan of realization of the project, because I would first have to see these websites and their configuration. It is quite certain that I could do what you are asking even if I had to simulate human work on the admin page of the website. I would build a program in C# and it would be a desktop app, if it's all the same to you. As for my experience, I worked for over 15 years as Physics and Math teacher, but I've also done a lot of both Excel and MS Word work (Macros, Templates, complex formulas), some web scraping using my software, desktop applications, web browser extensions, etc. In my portfolio you can find some screenshots of application that I made for my school-related needs.
