Basic Casino/Login system

I'm looking for someone to create me a basic login system (create account and login) combined with a dice casino game (something like primedice).
I don't need graphics and I don't need any of the styling done.
I'd like the ability to manually edit the balance of the users on the site (add and subtract gambling credits from users).
I'd also like the ability for the users to be able to verify that the dice game is provably fair. I'm not sure how this is done and if this is feasible, but I've seen many bitcoin gambling sites do it.
I don't have any specific budget for this in mind.
