Bitcoin Website / Convert fiat currency to live Bitcoin value and confirm transaction on the blockchain.info

Hello, I am looking for someone to design a website that can doe the following. The concept of the site is to allow people to pay bills with bitcoins. Most company's that bill consumers in Australia us BPAY this system has a unique biller code and a reference number that people use to pay there bills to company's. The idea is to allow the use to enter the biller information and the dollar amount and see a bitcoin value that they would be reacquired to pay in order to pay the bill. See example below Biller code <enter biller code here> Reference No <enter reference number> Amount <AUD Amount they wish to pay> Payment Required in Bitcoin <Bitcoin total including fee that can be adjusted> The site would be required to check the current bitcoin price in order to show a total that = the dollar value. Once the person makes an order, a Bitcoin address will be displayed asking them to send payment. The payment needs to be verified on the Blockchain with a minimum 2 confirmations, once the payment has been verified, an email will be sent to the customer telling them there payment has been received. Another email will be sent to alert the site operator that a bill payment needs to be processed with the biller code, reference and payment amount. We also would like the option for registered uses to be able to save the biller code and reference number with and a name for future payments. Please let me know if you have any other questions.
