Hello, Very interesting project. Would you agree to use paypal to process the payments? If that were the case, we can help you in 3 different ways. The price may vary, but I believe they could all be within your budget: 1. Mobile responsive website to be accessed from your device (cell or tablet) 2. Mobile App (could be Android or iOS) 3. A different option if you lacked connectivity, would be for the app to save the subscriptions, and then do a process to process the payments. This would be a little more expensive, and if there is connectivety, there really isn't need for it, but I thought it worth mentioning. I will be happy to further discuss with you if interested and provide you an adjusted quote and timeline.
