Build a bespoke mass page builder for wordpress

This mass location page builder for wordpress must be built as an app / plugin that can be used for many websites that we build in the UK. The websites we build are in home service industries and are built to generate leads across the UK. We should be able to upload a csv file containing the Postcode sector, town, village and the phone number to be used in the header and in the content of the relevant pages. The plugin needs to: a) duplicate the pages from one seed page b) duplicate the images - changing file name to replace location with the location name c) replace location name everywhere where mentioned in the page d) create internal linking based on the towns / villages in spreadsheet uploaded e) replace the google map location embedded in the page f) Auto build the navigation menu g) Contact forms that deliver leads to different email address based upon the page which the form is on - with the ability to edit that in bulk at any time We are looking for this to be developed ASAP.
