Build me a online test platform / e.g. Java

We have 3 similar projects and are looking forward to finding someone to make them all. Our input - between 500 multiple choice questions (jpeg and/or text) which need to be put online with the possibility to answer them and keep track of scoring. Furthermore, we would like to have the log in option with no database to register but with a couple of hundred pre-made user names and passwords. Everything pretty simple - one starting screen with a logo, one line of text, log in field. Second step - two buttons (because the questions are devided into two categories). Third step - further two buttons (make all questions at once or have a particular amount of random questions as a test (e.g. 50). After every question - correct/wrong, the correct answer was ... . After the end - the test score, no grade calculations needed. Just - amount of correct and wrong answers. As an attachment a photo of the current platform. Unfortunatelly, there are new catalogues and the whole needs to be done again from scratch. Looking forward to receiving your proposal and working with you.
