Fix Bugs in a WordPress Site Version 2

I need someone trusthworthy with great record on upwork who can fix some quick things at my site and who is also available in the long run for further upgrade and improvement. Some urgent task (the first task being most urgent, and the last be least urgent):
1. To make all pages fully responsive (starting with the Speaking page please make all pages responsive)
2. To add the yellow optin box on all pages (I will show where this is)
3. To decrease the site down time on mobile and web to under 2 seconds
4. I will discuss a particular blog category order in private that i want to consider
5. To set up a good a/b split testing plugin and to walk me through it so I can test various templates, optins, popups etc
6. To do an seo audit to ensure the site is okay with respect to seo as previously the site was not being indexed by google; then we fixed it but traffic is low again so I wonder if there is an issue
6. To set up a great sales page for an upcoming course
7. To improve the way the testimonials page is setup as the current way it is set up is too time consuming for me to change and edit (I have over 50 testimonials and the previous developer used a weird testimonials which means it is too hard for me to edit a testimonial to to find it in backend or to change it's order)
7. To add a nice photo gallery where I can post photos of various events I speak at in a nice orderly fashion
You will have to get an approval from me on each task by giving me the minimum-maximum hours it will take to do these tasks and then you can continue with that task. This way I can ensure that the budget is not too much. Or else give me the estimated time for the whole project or a set of tasks instead.
