Hire a PHP Developer for telegram bot project

hi. I need a developer who can develop a php telegram bot manager. Ill describe and you can send pm if you have any more question. this bot is for watermarking photo, video and gif file. when a user send photo to this bot, first, bot try to resize this photo or video to regular size (I mean just to show in medium quality on 5 or 6 inch displays) and after that, bot ask for watermark PNG file, and get the area for putting this watermark (east, north east, nw, w, sw, s, se, e) and show the resault. after get approve from user, bot asks for which channel (the user[admin] has more than 2 channel and want manage all this channels by this bot) to send photo on it. before you give me the php source code, i need to know which web hosting options is needed to start your code (i dont know, i mean, if SSL or something like this is need for that) because i should buy host from my country with specific domain name.
