Operations and Procedure App ( No Generic Proposal)

I am looking for an Operations and Procedure web site. It will be able to document Operations and Procedures for an office and or workplace. I am looking for a cloud based highly visual, drag and drop style of Operations and Procedures data base manual. Easy access to a list of categories to find 'what you are looking for'. So that office staff can quickly look up Procedures as they are needed. I'd like it be able to access templates, layouts for easy content creation. I'd like it to have text formatting and multimedia integration i.e. images and instructional video. Whole team access with control on 'Who sees what'. It would be good to have an organisation chart. CEO, Admin, Finance, Manager, IT Dept. Marketing Dept., etc.. 'To Do' tasks with allocation and reminders. Update reminders and scheduled revisions. I am interested to see the average price being offered for this development, if it is too high I will cancel this project and use one of the companies that I have listed as samples. Although I dislike paying a monthly fee. If you have a similar application already built I would be very interested, or a White Label arrangement.
