Social network for colleges

Hello, I have knowledge of HTML, CSS, and some PHP but I’m definitely no expert in PHP or java so I figured I’d come here. I want to hire someone to help me create a social network kind of like the old old Facebook back when only people with a certain email address could sign up. There will be a landing page that displays to anyone who isn’t logged in. There will be groups, friends, profiles, chat, news feed, ads, user groups, admin panel, etc. I have a mock-up of what I kind of want it to look like. I have a more detailed list of features, along with the ability to provide CSS to lighten the work load for the developer.
