Two things I would do differently here. First, I will not index against imagined queries - send me the five reads your app runs most and I index to those shapes, then prove each with EXPLAIN (ANALYZE, BUFFERS) so you can see the plan really uses the index rather than trusting that it exists. Second, I would not partition on day one: partitioning a table that is not yet large buys maintenance pain and no speed. I will pick the key so partitioning stays possible, and say plainly when it is worth switching on. What bites transactional workloads on RDS is connections - max_connections scales with instance class, so a busy app exhausts them long before CPU.
