I'd start with the data model in SharePoint Lists: Resources, Projects, Allocations, Vacation, plus the master-data lists driving every dropdown, each keyed by ID rather than name so Power BI reporting never breaks on a spelling variation. Then the Power Apps forms — friendly to fill in, but validating on save: date overlaps, over-allocation against capacity, skill and mobility mismatch, and country stay-limit warnings with an override reason where it's justified. Availability then falls out naturally once vacation and allocations are subtracted from capacity, and Power BI reads that clean layer for utilisation and shortage views.
