Yes , it is very possible for the data in said XLSX file to be viewed on a web page. I suggests the Python web app be based on a framework such as Django for the flexibility it provides. I believe you need application to input Radiation dose and provide report how much a person is receiving by variable time period (and future average prediction based on past if required.) I can make this project with .Net and MS SQL I will Import all your existing data from excel to SQL to facilitate seamless migration. There will be separate forms to input data and to view Reports.

Hi John I have quite a lengthy experience in web development and would be more than happy to work on this project with you. I know that you have mentioned python specifically but there may be other ways we can do this faster using existing web frameworks (even such as wordpress). This would mean that at a point, you wouldn't have to build a separate app for mobile accessibility vs. we accessibility or be concerned about the intricacies about the user management an security etc. This would also mean at a later time you could switch to another developer and build enhancements.
