I hold a Engineering degree in Computer Science and have working knowledge in various technological areas including PHP/mySQL/ C/C++/JAVA & Python . I think I have the required knowledge to support you on this project. One question I have though. Why are you looking to develop this as a desktop application. This will have more maintenance issues. I suggest you develop this using some web framework which will be easy to install on your local server and can be shared across wider audience without much effort. Also there are many open source web frameworks which can be used. You can save a lot on license cost.
