I am a little skeptical about using Microsoft Access for this project.
The reason why I believe this is because Access is a "desktop" database engine, but in reality lacks features that can give advantage in the today's world.
E.g. it does not compare to the easiness of data entry that Microsoft Excel is offering, the visualizations are poor and so the data interchangeability.
Microsoft Power BI got my attention recently. The moment that it won me over when was I have seen that it integrates R scripts to be executed by an external interpreter was a game changing.
The included DAX language is similar to the one of excel, but it can be extended with R in the aforementioned way without having to spent time learning all that overhead for integrating add on to a Microsoft Product.
The way of working should be agile. Fast prototyping, a lot of discussion and changes very fast until the required outcome will be reached.

He awarded the challenge with 250 EUR but he did not believed that this can be solved. As long as the solution was obvious, he found another one with half the price and he did not wanted to pay.
