I've quoted a little higher than your stated budget because I'm not sure what kind of elements you want to be removed. I can only tell you clearly the amount of work involved based on looking at your actual footage. I will be using DaVinci Resolve to remove the elements. Simple ones will be masked out or covered up by new graphics (approved by you). More complex ones will be rendered out as image frames and then hand painted out, then put back into the video.
