Hi, I have read through the requirements. I think the basic task is to select an open source setup (examples mentioned), and change the layout/design as per the given layout. I think PhpBB is one of the robust forum setups, and I have used in the past as well. The latest version is responsive, and provide basic features. We could change the template/layout to suit your requirements. The other point to investigate is if it provides the core required features, and from the bird eye, it appears that it does.
