Finish unfinished Joomla travel site

Our company has a part finished corporate website and we need to move it forward with a different expert in order to launch it. At the moment we do not have access to code, hosting or databases and we invite bids on the premise that they will be delivered to the winning contractor at the start of the project. *The website is built using Joomla *It is bilingual German and English but the most important for a contractor is fluency in English in order to communicate with the project managers. German is desirable but content will be provided and the German part of the website is almost complete. *We invite suggestions regarding "good practice" web design to improve the user experience This project has an RFP specification with our "hopes and wishes" please bid low, message us to receive the RFP and adjust your bids upwards accordingly having seen the spec and the website. I have set the bid range low for this reason, please don't presume it means I undervalue the contract. We will pay the right $$$ to the right person. Bidders not requesting the RFP and/or spamming us a list of irrelevant previous websites will probably not be followed up. Happy bidding!
