Develop an interactive LMS responsive web application

I am looking for a web-developer who can help me convert my idea into a LMS website. This website will be a multi-site concept which allows Admin to create online THEME of Training (for example Finical training them or marketing training theme ) and publish online content. However, Only admin will create TRAINER accounts (Trainer can not register) Once Admin Created training Theme on the website, TRAINING Theme gets a dedicated school URL - [login to view URL] and Admin can add TRAINER to that specific theme. -- Freelancers who already built similar project are very preferred. -- For the content of Training ( pretty much simple) A database contains hundreds of topic and related tweets. Only trainer can see them. Once Trainer chose one it should be displayed on Trainee screen then trainee can interact (comment, post pic, video ..etc After that Trainer Stop interaction and all can statisitcs on that tweets. Then move to next one and so on. -- Reports -- Realtime Messaging/Chat between everybody. -- Some details that will be discussed. -- You will be asked to answer the following questions when submitting a proposal: Have you worked on multi-sites?
