Paid the money upfront believing he would complete the project. When told it was wrong, he was arguing its already completed. He gave a solution file not based on project requirements. The issue could be a lack of knowledge. Was asking me to rate him even though it was not completed. Nevertheless, one-third of it was completed. In terms of money, it is a huge loss for me. Make sure, he knows what your requirement is and don't pay upfront.
