To avoid the parents or guardians worry their special needs children, we need an offline app without turning on GPS last turned on that can detect Android mobile phone's location when the mobile phone battery is completely dead for special needs children. A special feature that is similar like iPhone Find My iPhone for android app than IOS app is ideal to save missing special needs to prevent another misunfortunate of a special need passed away in the forest during hiking or jungle trekking in remote areas.
The offline app is ideal if it can be communicating without mobile network and GPS in the forest with attachment of multimedia file like picture to show the location of the missing child photo or a feature that can show accurate location/map of the missing child in the forest.

Dear Sir, what you are requesting is impossible. There is no way that you can track a phones position without it being connect to some sort of network. You can however use the built in sensors to estimate the position and upload the data when the phone reconnects to a mobile network. But in that case the phones position will only be visible when that phone is connected to a network. Aditionally when the phone is turned off, tracking is definitely impossible.
