Design and code a simple dashboard with 4 elements

We are looking for a designer/developer to create a styled one page dashboard in CSS/JQuery based on a bootstrap template.
The dashboard will have 4 main sections:
1. A summary tap with totals and a sparkline graph.
2. A budget section with a gauge or bullet style graphic
3. A chart area with history for the past 60 days. When hovering over the graph, it will display the information.
4. A breakdown section using a doughnut style. When hovering over the doughnut it will display information from a remote source linked by an id.
All graphics should be loaded using an animation (i.e. budget animates from 0% to 55% when loaded).
The charts must refresh in the background every minute.
5 APIs have been developed to source the data from and are not in scope. This is only the UI/UX component.
