Convert scanned pdf files into accurate excel files

I want scanned pdf files converted into excel files, with the correct number values and correct allignment.
There are 5 files. The pdfs have 27, 17, 17, 23 and 8 pages (A4). A raw conversion of the 27 pages files equals roughly 3500 lines in excel that need a lot of editing.
A raw conversion results in an excel file with incorrect data in cells, misallignment of columns and incorrect conversion of numbers into symbols (see attachment [url removed, login to view] and [url removed, login to view]).
The excel files should contain the correct numbers in the correct column under the correct country name.
