I have created a small offline vb.net application that allows users to record a voice stream and save it onto their local pc as a .wav file.

Im looking at the possibility of converting this wave file to mp3 without the user having to locate an encoder such as LAME. This conversion would be seamless and hidden from the user.

However if this is not possible im looking for a flash file (swf) that can play .wav files dynamically. i.e there is no need to recompile the flash file for each wav file to be played.
