You will come up with the name. I will register the domain name.
You will create the site. You will create the content. You will get link backs. You will use other white hat SEO techniques.
You will NOT use any black hat SEO techniques. You will not spam. You will not do anything that violates Google AdSense TOS.
I will provide you my AdSense codes.
I will provide the webhosting. (GoDaddy)
You can choose to use Wordpress or Dreamweaver HTML template.
You will get paid when the site averages $20/day over the period of a week.
Please make you bid for this project what you would charge to create everything for this site to make it successful.
If you can successfully do this, I will have many more similar projects to come.
