Debugging non functioning JQuery calls

I require help in debugging few UI elements for which jquery function calls are not working properly. The elements are identifiable in DOM but the onclick methods do not work. This is one time task with fixed budget of $10. I am looking for some one who is an expert in fixing JS/Jquery bugs.
I will provide access to the JS file and HTML files. The person will use fireftp to access the files hosted on a remote server.
