App to find persons from a database based on current location

I am looking for an app where I am able to maintain an address book with a photo of the person, address, phone number and some generic information field. I would like to be able to browse the persons manually, do some simple searches and most important I need to be able to sort them based on how far away they are from my current location.
Please only bid when you can provide clean code, based on how good this initial job works out there will most likely be more work to be done.
To clarify, the application should be the address book, with the explained search functions. There is no external address book.
