Custom built system needs to have mobile website function added.

We have a custom built "view counter" coded in PHP. We need to add an option so that the various "IDs" in the system can have a simple to use mobile web page available.

We need it made as a template with the header/menu bar at the top and footer at the bottom. We could input our own HTML code into the body. Each ID needs to have 3 pages.
