Create an Android program to send an email of a photo

To enable a user to send a picture to an email address.
Picture must be taken using the app - with certain guidelines met - eg degrees off horizontal / flat, fields to be filled in on the screen, and then the information sent to an email via smtp, but not the customers email program.
The code must be written so it is modifable and compilable by our in house engineer, preferably in vb2015
