Asp.net function to generate passwords from words

I have 4 lists of words, currently as .txt files.
I need a asp.net page/function written that will have 3 dropdown boxes. Each dropdown box can have one of the the following values selected.
word
--or--
single digit number
--or--
double digit number
--or--
nothing
The page will produce 20 passwords based on the pattern above.
So it could produce for example red7porche or gnome or 15mary or largegreendoor
If one or three words are chosen in the pattern, then it will select random words from all 4 lists.
If two words are chosen, then the first and second word will be chosen from the lists as follows.
list1 then list2
----or----
list 2 then list 3
----or----
list 1 then list 4
----or----
list 2 then list 4
For two words, It will first pick a random rule from the list of rules then apply this rule.
(I need to be able to add or change these rules above - happy to do this in the code if its going to be expensive to program it another way. I know asp and dotnet a little)
I would prefer if the lists were loaded into memory from text file perhaps on applicaiton initialization (currently they are 135k total), rather than pulled from a database, but if bidders have ideas here, I would be very interested to hear their approach. I want this to be scale well and not perform badly with say 100 simultaneous visitors.
**Successful bidders need to state breifly:**
1. Their approach to loading/selecting the words
2. If they can see problems or have any questions.
3. Cost estimate
4. Time estimate for a prototype for completion.
I would like award the job to someone in the next 4 days and have it completed in the next 2 weeks.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
