Classifides of Cars - CakePHP

We need a classifides system which allows the users/car dealers to post [login to view URL] that end users(visitors) can see them..
I have already developed the same to some extent with database design, twitter bootstrap, and i18n support and also baked almost all screens and improved them.
Need an experienced CakePHP programmer to finish the project.
How it works - Modules:

Open for all - available in two ways
1. Regular users
2. Dealers
will be presented to enter more about their dealership, like, their brand logo and contact details etc...while registering.
even admin can create a account for them.

<< Posting an ad >>
need to enter all mandatory data regarding car and specific seller information like phone number, etc
pin the location of sale area
preview once before hitting “submit”
will be provided option to enter both “english” and “arabic”
Entering data in any one language is enough. they can enter Ad either in English or in Arabic

if posted by registered dealer, dealer’s brand information will be presented along with Ad
Dealer label/image will be redirected to cars page posted by dealer
side bar will have recommended used cars and new cars based on price/dealer/car

Recommended used cars and new cars at the bottom of the Ad.

to manage all the data entries and moderations
Moderation
Ad will be directed to moderation team to get approved.
<< Language and Layout Direction >>
users can swap desired language in between “English” and “Arabic”
When chosen “Arabic”, layout will be changed to “RTL”
and also the content will be presented in Arabic.

search will be provided to filter Ads
