Create a Video Streaming URL for home network use only

I would like the freelancer to create a very simple video streaming software for OSX and Windows.
The software must do as below.
1. Drag and drop videos to stream
2. choose video from folder
3. Create a URL or IP Address that can be access on a home network.
4. URL/HTML page has video playback controls.
I don't want to have to create a server on a computer. This needs to work out of the box.
If you already have something like this or know of a free system like this I will pay for your advice too.
