CSS Dynamic Resize Job

I have a website that is done up as a scrolling site. I need some elements of the site to be scalable according to the window size, and also to stay in one place within the layout. The site is hosted here : [login to view URL]

I've uploaded the files for review here. Please do take a look at them and see if it's possible. Basically, when you scroll down, the wheel goes to the right and it spins, so you can see there is a black line that turns around and another horizontal line emerges from it. The black line around the circle and the horizontal line have to always be on the same level. another thing also is that when the window is resized, the circle should scale, but also be on the same level. Ideally the contents of the entire site should scale with the window size (right now there's a problem when the window is resized horizontally. The wheel doesn't seem to resize properly)
