Custom phpbb, photo album, and opt-in newsletter

Please read attached document, it has the major detail changes that I will want. Will need to use the template that will be similar to www.poppyblogs.com. Able to do the changes quickly and cheaply. Will only pay when project is complete. Needs to be done by Jan 26. Must be very knowledgeable with phpbb and php as well as with either ajax and or flash.
