Audio Recorder Web Based, Mobile Compatible

Hi, I'm looking for an Audio Recorder that will work on website, for pc user with use of a microphone, also on mobile phone using internal microphone, on Android and iOS. I have already tried with a Flash Audio Recorder but isn't compatible with mobile.

The recorded file will be by Default in mp3 extension, 64kbps 22050khz Mono and file format [login to view URL] (hh in 24h format)

I need also ad admin page to configure mp3 quality (128kbps, 44100 stereo VS 64kbps,22050 Mono), destination folder, database information and max recording duration.

After recording, user can listen, delete for recorder again, and upload file to my server, and this operation make a new row into a database mysql with file information.

ATTENTION: This is NOT a Mobile App for Play Store or Apple Store.
This is a page for a website with Audio Recorder inside. (Like similar recording solution offered by soundcloud.com but not in Flash).
User can reach this page from chrome/firefox/safari/ie also as by mobile, going on example on www.mywebsite.com/rec.php

It's important full compatibility without nothing to install on mobile.

Just Admin page is for only pc use (just for me).
