basic regular expression to replace tags/format text

hello, i need some good with regular expressions who can create a regular expression which will be used in php (function preg_replace) to replace:

this is some text : <a href="[url removed, login to view] . php" target=" _blank"> [url removed, login to view] . php </ a> more text

to :

this is some text : <a href="[url removed, login to view]" target="_blank">[url removed, login to view]</a> more text

Note: basically remove white spaces within the tags, note that this needs to be open for other tags too (nut just "a" tags)
