Convert my PSD to Html/CSS

I am after someone to take my PSD design and turn it into html/CSS. I want it to be a responsive website and viewable on mobile devices. It is only a landing page so, should it not require much work and I am able to provide the PSD with all the layers labelled and sorted correctly for easy reference.
Symphony and Twitter bootstrap are what we are using for our back-end so any tags that are required for it to work with this must be used. Not sure if there is any that are required but figured I would add it as a side-note.
Things that it has to do;
• It must work on Firefox, Chrome and IE. So it would need to have the moz tags etc where needed. Would also like it to work in safari and opera also if possible.
• Responsive Website, so it will work on multiple resolutions.
• Mobile Devices Compatible
• Top Navigation bar must be there but the links can be dead links – Mouse over effects would be good
• Fields for the username and email address must be there as well as the “Reserve Your Username Now” button. Button need an overlay effect.
• The blue bar that has “Free to Join”, “Compete for Cash” etc. each of these needs to be active links that scroll to anchor points on the page that they are reference to. Also they need to have a mouse over effect.
• Text must all be real text. So don’t be stupid and use graphic based text for it.
Colour’s used;
Blue – #3299cc
Grey – #333333
White - #ffffff
Fonts used;
FontAwesome – Used for some of the icons as well as the social media icons
Myriad Pro – Used for the base font for the text
Throw my hands up in the air – Used for the “Stay Up To Date” text at the top” but this should probably just be rasterized onto the background graphic, so users don’t have another font to load. Your call on this one as to what you think will work best.
If you need me to answer any more questions just let me know. The PSD file is 90meg and I will provide a dropbox link (Unless I can upload 90meg files to the site) to you when the job is accepted. I am after the job to be completed fairly quickly so please let me know your time frames to get the job completed.
As a side note please do not steal my design.
